About the Parents with Psychiatric Disabilities (PWPD) Initiative:
PWPD was initiated to provide a forum for parents with psychiatric disabilities. The effort quickly evolved to include all stakeholders who were working with families where one or both parents were living with psychiatric disability. The Mission of the project is to raise awareness of parenting strengths and issues among providers of mental health services, to train mental health service providers in treatment issues, and support needs of parents with serious mental illness; facilitate networking among advocates for parents diagnosed with serious mental illness for the purpose of identifying gaps in service, and developing creative strategies to meet parents’ needs.

Executive Director
Reporting Relationship: Directly responsible to the Mental Health Association in Jefferson County, Inc. Board of Directors.

Job Summary: The Executive Director is the chief administrative officer of the MHA. She/he ensures proper administration of contracts, budgets, finances, personnel, operations, agency and contract goals, resource development, and marketing. She/he carries out the policies and direction established by the Board of Directors. Promote a cooperative, efficient and effective work atmosphere. Flexible work hours (including evenings and Weekends) when necessary in order to accommodate the needs of the Agency. Full time, exempt position. Following the initial 6 month probationary period a performance review will occur; performance review annually from date of hire there after.

Job Duties:

• Responsible for administering and supervising the staff and operations of the entire agency and its programs within the framework of policies established by the Board of Directors.
• Responsible for raising funds and grants from government and private sources with cooperation and assistance from the Board and staff.
• Assess needs for prevention, education, and intervention services in the community. Advocate, together with the Board of Directors, for the development of services as needed.
• Develop short-term and long-term agency plans, with specific goals, in collaboration with the Board of Directors. This will be based on changing needs and progress towards objectives.
• Hire, motivate, direct, discipline, evaluate and when necessary, terminate staff. Responsible for compliance with all Labor Laws. Assure that all paid staff and volunteers receive training necessary for them to carry out the mission and goals of the agency.
• Assure that all required reports and documents are forwarded to the Board of Directors, funding bodies and regulatory agencies in a timely and accurate manner.
• Responsible for supervising all contracted individuals of the MHA. Supervision of student placements, clerical volunteers and other program volunteers as necessary.
• Responsible for speaking engagements and presentations on behalf of the MHA.
• Supervise all Grant Programs.
• Facilitate support groups and workshops when necessary.
• Responsible for timely preparation and submission of statistical, narrative and financial reports required by funding contracts.
• Be present at all Board and Committee Meetings. Keep the Board of Directors informed and up to date on policy and budgetary issues and problems; facilitate decision making and board development.
• Represent the MHA at various meetings in Jefferson County including:

o Jefferson County Council of Social Agencies
o Community Services Board, Subcommittee on Mental Health
o United Way and its Agency Relations Committee
o Interagency meetings dealing with services for mental health consumers
o Chapter Representative to MHA in New York State and National MHA

• Ensure effective communication and relationships with consumers, including public relations and marketing of the MHA.
• Establish mutually helpful working relationships, encourage collaboration, and build effective coalitions with entities and groups in the community and throughout the state.
• The Executive Director can be expected to work beyond the normal work schedule. She/He will not receive overtime premium or compensation for time off. However, an adjustment of the work schedule (i.e. flex-time) may be recognized as necessary and appropriate due to the extra hours involved.
• Other related duties as needed.
• Maintain confidentiality at all times.
• Travel as necessary for professional trainings, meetings, etc.
Qualifications: Minimum of Bachelor’s Degree (preferably Human Services related field) with a minimum of at least 3 years work experience in an administrative leadership position. Master’s Degree preferred. Work history should include demonstrated administrative, organizational and management skills. Knowledge of administration of not for profit organization. Demonstrated success in fund raising/grant writing. Have empathy for people who use mental health services, their needs and those of their families. Ability to facilitate committees and group meetings. Effectively represent the MHA. Must have clear, effective communication and possess interpersonal and group dynamic skills. Valid Driver’s license and the availability of a car. Be willing to work flexible hours.

MENTAL HEALTH ASSOCIATION IN SUFFOLK COUNTY

Mental Health Association in Suffolk County is a not-for-profit advocacy and education agency that promotes the mental health of the community. We are currently seeking an individual to facilitate a new ROMI (Relatives and Friends of the Mentally Ill) group in Amityville. This group is being designed to meet the needs of parents and relatives of adolescents and teenagers. Candidates must have strong group leadership skills; and professional or personal experience in the concerns facing relatives and friends of adolescents and teens with mental illness. This is a two hour a week paid, per diem position. The group is held on Wednesday’s starting at 5:30 pm. Master’s degree preferred, not required.

We are also seeking an individual to facilitate ROMI (Relatives and Friends of the Mentally Ill) group in Ronkonkoma. This group aims to meet the needs of friends and relatives of individuals living with mental illness. The group is a confidential place, where family memebers can ask questions, share experiences and find solutions. Candidates must have strong group leadership skills; and professional or personal experience in the concerns facing relatives and friends of individuals with mental illness. This is a two hour a week, paid, per diem position. Master’s degree preferred.

Full time Program Coordinator needed to oversee the development and implementation of our programs. Within these programs responsibilities will include collection and dissemination information and referral resources, coordination and expansion of support groups offered, organization of conferences and special events, oversight of our training classes for consumers and the provision of community support. Successful candidate will represent the organization to the public and provide outreach and educational services. Candidates should possess strong program development and networking skills. The position will entail the training and development of staff and volunteers. Candidates with supervisory and work experience in the mental health field preferred. Good communication and organizational skills required. Candidate should be capable of assessing the needs of the community MHA serves and matching the program goals with those needs. Otsego County (Flood Disaster Crisis Counselors)
Temporary Full-time positions for crisis counseling Outreach Workers needed immediately to provide outreach and crisis counseling to individuals in Otsego County who have been directly or indirectly affected by the recent flooding. Mental Health Professional - Innovative, Mobile, Mental Health Treatment Team
A challenging FT position available as part of an Assertive Community Treatment (ACT) Program. The ACT team will provide intensive mental health treatment, in a multi-disciplinary mobile team model, to 48 adults with a diagnosis of serious mental illness, and possible substance abuse problems. The adults will be seen in community settings, such as their homes. Responsibilities include, assisting individuals with medical, psychiatric, social, educational, legal, housing, and financial services. Additional duties include crisis intervention and stabilization, 24-hour on-call rotation. Qualifications are a master’s degree or higher in: social work, nursing, rehabilitation counseling, psychology, or occupational therapy. Youth Residence Counselor (Unique Children’s Program)
Full-time position available providing coverage in our unique Teaching Family Model Community Residences in Ulster and Sullivan Counties. The 37-½ hour workweek is generally completed in 2 ½ days. Duties include counseling and supervision for four youth, case note documentation, and a willingness to be a team player. Flexible scheduling, including overnights and weekends a must. Position’s schedule is Thursday 2:30 p.m.–Saturday 10:00 p.m. Ideal candidate will have a Bachelors degree in a human service field or a minimum of a high school diploma with 5 years experience in a related field, and experience working with youth. Family Specialist - FBTP
Full-Time (37.5 hours/week) position, working out of our Walton, NY office. Responsibilities include intensive case coordination for 5 youth and their families in Delaware, Broome, Chenango, and Otsego Counties, training and supervision of Professional Parents, rotating on-call responsibilities. Children's Case Management Services
Position Summary: The Individualized Care Coordinator (ICC) in Children's Case Management Services is responsible for coordinating the development and implementation of an individualized, community- based plan of social and mental health services for children and adolescents who have a serious emotional disturbance and who are at risk of residential placement and/or chronic psychiatric hospitalization. The Coordinator must maintain the highest of professional standards.

Specific Duties:
• Provide outreach to engage children and families who are eligible for the program
• Conduct a comprehensive, strengths-based assessment of the child and family and their service needs
• Develop a child and family specific service plan in collaboration with each family and their support circle
• Assist families in securing identified services and advocating to other systems for the provision of these services in an individualized and collaborative manner
• Facilitate the creation of a support network for each child and family; convene regular meetings of the family and support circle to monitor progress towards jointly developed service goals
• Provide crisis intervention and stabilization to children and families in the program as needed
• Develop knowledge of and positive relationships with the multiple systems serving families and youth in Westchester County
• Participate in the Westchester County Children’s’ Service Networks through designated core membership and facilitation of family assessments as needed.
• Maintain an up to date and complete client case record and provide other written reports and statistics as required by the Case Management Program.

Staff Reviewer - Independent Third Party Review Program - Part Time
Position Summary: The Third Party Reviewer is responsible to assist the Program Coordinator in facilitating independent reviews of children in foster care placed in Group Homes and Residential Treatment Centers (RTCs) within New York State. Children include those placed in foster care as a result of abuse or neglect, JD/PINS, and/or children who are freed for adoption. The program is mobile and all Group Home reviews are held at the Group Homes while out-county RTC reviews are held at the Department of Social Services District Offices and in county RTC reviews are held at the RTC. The Reviewer must establish and maintain the highest of professional standards and be willing to work autonomously.

Assertive Community Treatment (ACT) Team – Registered Nurse - Part Time
Position Summary: The Nurse will function as a Clinical Staff Member of MHA’s Assertive Community Treatment (ACT) Team, a community-based mobile mental health treatment, rehabilitation and support team serving 68 adults with serious mental illnesses living in central Westchester County. Individuals served by the ACT team are typically those for whom traditional mental health services have been ineffective or inadequate. Timothy's Law: Senate Deal a Good Start, Old Prejudices Die Hard. Editorial

That is why the sound of such inherited barriers to reason getting ready to crumble should ring as a cause for celebration.

So it is with the recent special session of the state Senate and the passage of a compromise version of Timothy's Law. For those who have lost track of the many legislative initiatives named after victims, the law is named after 12-year-old Timothy O'Clair, a Schenectady boy who committed suicide after his parents fought for years to get him adequate mental health care. The family's insurance coverage was limited, and the last-minute desperate attempt get Timothy care by relinquishing custody to the state proved too late.

No family, no one, should find themselves in such a position or have to make such a choice.

But years of negative stereotypes about mental illness still cling to us, and insurance companies less than eager to weaken profits have been reluctant to alter that norm. If a person is diagnosed with a heart ailment rooted in a physical imperfection in that organ, treatment is generally undertaken and continues until full recovery or a long-term maintenance plan is set. Insurance companies follow all the way along. If someone is diagnosed with bipolar disorder, an ailment rooted in a physical imperfection in the brain, treatment is too often refused or limited, regardless of the health impact of that policy. Old notions that mental health issues are a defect in character, rather than a flaw in brain function, have long buried that health care disparity under a cloak of shame.

With its passage of Timothy's Law, the Senate has helped change that. The law sets minimum outpatient and inpatient visit insurance standards for everyone. In addition to assisting small businesses meet any potential added costs, it broadens the scope of coverage large employers must provide to adults and at-risk children — including health issues such as major depression and panic disorders, illnesses long dismissed as an indulgence to the weak willed.

It is far from a perfect package. Too little is done to address addictive disorders such as alcoholism and substance abuse — diseases with deep physical roots also long dismissed as indulgences of the weak willed. An earlier Assembly-backed version of the bill included this coverage, but this compromise version does not. The bill also has a three-year sunset built in, ostensibly to give state lawmakers time to get feedback on cost. While that's a smart precaution, proponents of the bill, including several business organizations, have argued that recovering the lost worker productivity due to untreated mental health issues will more than offset a modest rise in insurance cost.

Still, this Timothy's Law is an important first step, and the Assembly should return before year's end to approve it in that house. Breaking down this barrier is essential, and long overdue, and experience will no doubt allay fears and allow for careful expansion to include the lost provisions.

Likewise, outgoing Gov. George Pataki should get his pen ready for this final legislative gesture. While Pataki has proven himself no ready champion of mental health issues, it would be his greater political ambitions that would suffer the long-term disability — an inhumane shadow cast over his final days in Albany that the would-be president might find voters unwilling to treat.

ALBANY — New York health insurance companies have always drawn a line between physical and mental disorders, covering fewer expenses for patients suffering from severe depression, schizophrenia and other mental illnesses.

That began to change when Timothy O’Clair, a resident of Schenectady, committed suicide only seven weeks before his 13th birthday.

Now, with ‘‘Timothy’s Law’’ having passed the state Senate two weeks ago, many health insurance providers will soon be forbidden to make that distinction again.

‘‘Mental illness is a brain disorder. The brain is an organ of the body,’’ said Jeff Keller, National Alliance on Mental Illness state deputy director. ‘‘However, it’s ironic that it’s an organ that we all use to work, but in employee health plans it’s the only one that is arbitrarily limited.’’

Timothy’s Law will require health insurance providers and HMOs to cover treatment for mental health disorders the same way physical disorders are covered, according to Keller.

‘‘If you have severe depression, the way it goes now is for most health insurance companies, the industry standard is 20 outpatient days and 30 inpatient days (a year),’’ Keller said. ‘‘If you have a severe illness, the problem is if you run out of visits, you’re done. There is nothing you can do.’’

On the other hand, if a patient suffers from a kidney disorder, ‘‘you don’t get 20 dialysis treatments a year. You get what you need,’’ Keller explained.

An estimated 1,100 Chautauqua County residents suffer from severe and persistent mental illness.

Timothy O’Clair, who suffered from a very severe emotional disorder, was only 12 when he hung himself in his bedroom closet. Timothy’s parents struggled to pay for the treatment Timothy needed for years, even though his father — who worked for the state Thruway Authority — was covered through both the MVP and Capital District Physicians health care plans.

‘‘The problem is people run out of their benefits,’’ Keller said. ‘‘He was so severely depressed that at one point the parents had to literally give him up to the state, so as a ward of the state, he could go on getting treatments. It was the only way they could do it.’’

Tom and Donna O’Clair, Timothy’s parents, began fighting to end discrimination against mentally ill patients by the health insurance industry. In fact, Mr. O’Clair became chairman of the Timothy’s Law Coalition.

‘‘Today is a landmark day for New Yorkers suffering with mental illness and disorders. It’s a wonderful testament to what the Legislature can accomplish when they work together, and a heartfelt tribute to Timothy,’’ Mr. O’Clair told reporters shortly after the state Senate announced they had passed Timothy’s Law.

The law still needs to pass the state Assembly, which has approved it numerous times before just to have it die in the Senate. Keller explained the Senate’s version is a compromise — once the Assembly agreed to drop a provision requiring alcohol and drug treatment coverage, the Senate agreed to pass it.

‘‘The next time we are in session, we will effectuate that agreement, whether it’s the end of the year or the beginning of next year,’’ Assembly Speaker Sheldon Silver, D-Manhattan, told reporters last week.

‘‘The Assembly is going to pass it. The majority leader has promised it. And the way it works in Albany, if the majority leader says it will pass, it will pass,’’ Keller said. ‘‘Our worry is the governor will veto it.’’

However, New York state will likely have a new governor by the time the Assembly passes Timothy’s Law. Even if it is vetoed, the Legislature would likely have the votes to override.

Timothy’s Law applies to employee health insurance plans, according to Keller — though exemptions are offered to employers with less than 50 employees.

Assemblyman Bill Parment, D-Harmony, was out of the country and could not be reached for comment — though he voted in favor of Timothy’s Law the last time it came before the Assembly.


Topple Barriers to Mental Illness Care. Op-Ed by Mark Fuller, guest essayist.

During this Mental Illness Awareness Week, Oct. 1-7, it is worth noting that the state of your mental health affects your family, your job, your friendships and overall health.

One in four adults has the symptoms of at least one mental illness every year, and nearly half experience disorders during their lifetime. The various disorders combined make mental illness the most prevalent health problem in America — yet it's the least talked about and frequently the most shunned.

Classified mental illnesses include not only schizophrenia and bipolar disorder, but also depression, anxiety, anorexia and attention deficit/hyperactivity disorder. Knowing this, it's fair to assume that someday we all will be personally affected by mental illness.

Recovery is possible because of improved science, better community supports and reduced stigma — but significant barriers still remain. Services are at risk for decreased funding, there is minimal insurance available for those who work, and stigma, though diminished, is still prevalent. Community action, understanding and teamwork are necessary for success.

Our community is fortunate to have a cohesive structure that serves those in need. A county-driven, single-point-of-entry system strives to ensure people receive the services they need to be successful. A host of providers offer a variety of supportive, rehabilitative and treatment services, as well as a continuum of progressively independent residential options.

The key to success is learning the facts, building an understanding, and promoting an environment where care is actively sought and received without shame. The problem of funding and coverage is real. Our community is advanced when compared with other areas of the country, but there are still those who do not have access to appropriate, affordable treatment.

Don't wait until you or someone you know suffers from a serious mental disorder. Instead, become a community, political and personal advocate in breaking down the barriers.

Pataki Should Sign Timothy's Law. Letter to the Editor

I am writing to strongly urge Gov. George Pataki to sign Timothy's Law. The governor has an opportunity to acknowledge that mental illness is deserving of health care coverage as surely as physical ailments. He should sign Timothy's Law to prohibit health insurance plans from excluding or limiting benefits for mental illness.

Getting Timothy's Law to the governor's desk has been a long and arduous labor of love on the part of Timothy's father, Tom O'Clair. He has fought year after year as the Assembly adopted the bill, only to see the Senate fail to. His crusade will finally be over when the governor does the right thing and signs Timothy's Law -- in honor of a young boy who did not ask to suffer from mental illness but only deserved to be treated.

Similarly, it took two tries in the Rensselaer County Legislature before we adopted a message of support for Timothy's Law. Our bipartisan vote was largely the result of Tom O'Clair's impassioned plea and personal testimony.

He talked of Timothy who, at 12 years old, committed suicide after he was unable to continue with his mental health treatments because he had used his annual mental health visits under his health insurance plan.

Mr. O'Clair shared with us how his family was driven to near bankruptcy trying to provide their son with professional health treatment after insurance would no longer cover the visits.

No family should have to suffer the losses the O'Clair family has. Nor should families have to chose between health and losing their possessions because of unfair coverage by health insurance companies. Timothy's Law should be signed into law so that health coverage for mental health equals coverage for physical health.

Manhattan: Ruling for Aid to Mentally Ill Inmates. By Richard Perez-Pena.

An appellate court ruled yesterday that New York City must help mentally ill inmates find psychiatric and other services when it releases them from jail wards in city hospitals. Three years ago, in settling a lawsuit, the city agreed that when it released mentally ill prisoners from jails, it would help arrange their medical care, psychotherapy, insurance and housing, rather than leaving them to fend for themselves. But the city argued that the settlement did not apply to prisoners discharged from city hospitals. The plaintiffs reopened the case, and a State Supreme Court judge ruled that the city’s policy violated the settlement. Yesterday, a panel of the Appellate Division of Supreme Court in Manhattan upheld that decision unanimously.


More Housing Urged for Mentally Ill. By Cara Matthews.

ALBANY — Mental-health advocates yesterday asked gubernatorial candidates to pledge they would expand the number of housing units for people with serious psychiatric disabilities.

It can cost more than $300,000 per person each year for housing in what most people would consider unfortunate circumstances, such as a hospital bed or a prison cell, said Barbara Bartoletti of the League of Women Voters, a member of the New York State Campaign for Mental Health Housing.

"We certainly call on both candidates to think seriously about this plan as they talk about not only efficient and effective social policy for New Yorkers but certainly humane social policy for New Yorkers," Bartoletti said.

Republican John Faso's campaign met with members of the coalition yesterday, spokeswoman Susan Del Percio said. She did not say specifically whether Faso would back all aspects of the coalition's plan but said Faso would talk with the groups about reform if elected. "They raised some very serious concerns and addressed the need for reform, which as governor John Faso would support," she said.

A spokeswoman for Democratic gubernatorial candidate Eliot Spitzer did not immediately respond to a request for comment.

The Campaign for Mental Health Housing estimates that more than 70,000 people with mental illnesses lack access to appropriate housing, and the number is growing, said Steve Coe, chairman of the coalition and executive director of Community Access in New York City.

The campaign wants the state to redirect money and resources that currently go to expensive emergency services, he said. Advocates are calling for
• Preserving about 30,000 existing units of supportive and licensed housing for the mentally ill. Additional services are provided in this type of housing, such as crisis counseling.
• Developing at least 35,000 new units statewide over the next 10 years.
• Setting up a mental-health housing waiting list to assess the unmet need.

MENTAL HEALTH HOUSING FACTS
• About 70,000 are in need of supportive housing, including more than 10,000 who are homeless, more than 7,000 who live with aging parents and more than 12,000 who live in adult homes or group homes.
• Each year, 1,500 youths with mental illnesses leave foster care to become homeless.
• At least 8,000 people with mental illnesses are released from jail each year without adequate housing.
• Thousands of hospital patients await discharge with no place to go.
